Preface

A community plan is a document that is required by Iowa law to be completed by local Community Empowerment Areas.  The purpose of the plan is to help guide a Community Empowerment Area in its endeavor to reach results and improve the well-being of children prenatal through five years of age and their families.  The plan is to serve as “guide” or a “roadmap” for the Community Empowerment Area in their decision making, guides their planning, and helps set priorities in the community.  In addition, the plan identifies community assets, common needs, and gaps in services that help “steer” the Community Empowerment Area.

The FACT Empowerment Area has drafted this three-year community plan as a part of its redesignation process.  It is intended to provide guidance and direction to the FACT Empowerment Board as well as assist community partners. The FACT Empowerment Board supports the five State of Iowa Empowerment priority areas:

  • Healthy Children
  • Secure and Nurturing Families
  • Secure and Nurturing Child Care Environments
  • Children Ready to Succeed in School
  • Safe and Supportive Communities

Use of the Community Plan
It is the desire of the FACT Empowerment board that, during the next three years as well as ongoing, that the community plan will serve as a useful document for the community as a whole.  It will be reviewed and updated regularly to ensure that it reflects the current assets, needs and priorities of the community in which it serves. 

The community plan is a living document for the community.  It is accessible on the FACT Empowerment website along with its supporting materials.  It has and will continue to be utilized as a tool for education, marketing, as well as several grant opportunities (i.e. Department of Education voluntary preschool grants, Decategorization, Community Partnerships for Protecting Children, Early Head Start, Head Start, and philanthropy funding).

Approval

This FACT Empowerment Community Plan was approved by the FACT Empowerment Board on August 26, 2009.
