FACT Empowerment Indicators

From data sources, a list of indicators were developed and down selected by the Program and Service committee and then approved by the FACT Empowerment Board. The detailed indicator matrix will provide for easier monitoring of the trends in Adair County. Additionally, it will correlate the effectiveness of funded empowerment programs along with being utilized to monitor the community plan.

121 of 136 Kindergarteners had preschool experience. All school districts in Adair County receive statewide voluntary preschool funding. It is hopeful that the 90% goal will be reached in 2010.

Meet or stay below the state average

Adair County is a rural county that will most likely always face transportation challenges. Much of the workforce travels to the metro area which is 60 miles away. The state average is 6.2%. During the past year some of the manufacturing jobs have been lost locally as well.

Reduce by 2% each year

Adair County does not have a full time local DHS office.  Therefore, linking families to prevention programs is essential.  These include but not limited to home visitor programs, mental health services, and AEA services. There has been more awareness about child abuse due to CPPC and having a fulltime AmeriCorps member.

There was an increase in registered child development homes.  This could be due to “networking” among a few key child care providers along with the support of Empowerment and CCRR.

To maintain slots equivalent to the number of 3 and 4 year old children

Adair County has 135 children ages 3-4 (2008 Woods & Poole).  This is an indicator of the approximate number of preschool aged children. The number of slots includes 2 preschools (West Central and Adair Casey) that children attend but the preschools are not located in Adair County; therefore the number may appear skewed.

Increase by 3 providers each year

Adair County has a total of 22 registered child care dev. Homes; however 5 are SCL providers who are not eligible for the QRS process, therefore 29% of eligible QRS homes have a QRS rating. Providers are more aware of QRS and providing a quality child care business. Note- 2 providers offer 24 hour care.

Increase to 6 preschools participating by 2010

5 out of 6 preschools have a QRS rating and 1 preschool has submitted for a rating.  Due to the extensive quality supports provided by empowerment for the past several years, the QRS levels have risen much faster than anticipated.
