FACT Empowerment Fiscal Assessment
Background of Fiscal Assessment Requirements
According to Iowa Code Chapter 28.8, a Community Empowerment Area at a minimum is required to identify all federal state, local, and private funding sources available in the Community Empowerment Area that are being used to provide services to children from zero through five years of age. The community Empowerment Area is also to provide a description of how the funding sources will be used collaboratively. The required fiscal assessment is to include a description of the process used to gather the information and must present a good faith effort in gathering the funding amounts. The FACT Empowerment fiscal assessment is compilation of fiscal information including federal, state, and local level resources coming into the county. This information is used by the board for data driven decision-making.
Gathering of Fiscal Data
The fiscal assessment information was collected utilizing a variety of methods. The following information was requested from community partners; organization/program, service provided, ages served, estimated funding, and type/source of funding. The majority of the required fiscal information is public record, however obtaining complete information was challenging. This information is difficult to obtain for various reasons. Although the request stated the purpose and how the information would be used as part of redesignation process, it appears that some of the organizations did not understand the intent or the value of providing the information.
In March 2009 utilizing the Empowerment community partner list serve, several agencies responded to this fiscal mapping request. The second attempt was through personal phone calls and other personal contact. The Empowerment Area has demonstrated a good faith effort to obtain the information as required.
Funding and Collaboration
Empowerment encourages community partners to pool resources in the areas of education, health, and human services programs on behalf of children, families and other citizens residing in the area. By pooling resources, duplication is reduced and quality of services increases. For example, Adair County ISU Extension has braided several funding streams to provide comprehensive family support services utilizing, Prevent Child Abuse Iowa, Empowerment, Philanthropy initiative, and Community Partnerships for protecting children. Another example is the blending funding from the state wide voluntary preschool initiative from all four school districts and Empowerment to provide comprehensive services for preschool aged children.
