FACT Empowerment Collaborations

Currently, FACT Empowerment has several networking and collaboration opportunities for early childhood providers and system builders.  Below is a list of collaborations or system building opportunities.

Success 4 Kids Council
Purpose:  To review and assist with community assessment and identified community needs; assist with community plan and community mapping; community plan evaluation process; identify and update community indicators; strategies to support the community plan. Meeting: Fourth Wednesday of each quarter. What: Make recommendations to Empowerment Board. Membership: community partners, key thought leaders, early childhood partners, Decat, Empowerment Board, and interested parties.

FACT Empowerment Program and Service Committee
Purpose: To review the process for program funding, request for proposal process, best practices, outcome performance, and annual report compliance. Meeting: Every Quarter What: Make recommendations to the Empowerment Board. Membership: Empowerment providers and Empowerment Board.

FACT Empowerment Board Processes Committee
Purpose: To review and update by-laws, review vision and mission, legislation compliance, board trainings, board structure, and outreach/advocacy activities. Meeting: Every Quarter. What: Make recommendations to the Empowerment Board. Membership: Empowerment Board and community leaders with specific interests.

Collaboration with Decategorization and Empowerment
Purpose: The Adams, Adair, and Union County Empowerment Boards and the Creston Cluster Decategorization Board met to provide information around 2008 programming results/outcomes, 2008 programming efforts, and to share community plans.  The other objective was to meet the intent of Iowa CodeIAC 349.1 – 1.8(2) – (6). The code states that empowerment boards shall “coordinate with the Decategorization governing boards the community plan and budget for the empowerment geographic area”.  By all four boards meeting together the intent of the Iowa Code will be met but more importantly information was shared.  Meeting: It is planned to have a yearly meeting to review each board’s objectives. Membership: Empowerment board and Decategorization Board representatives.

Multi County Empowerment Collaboration
Purpose: Collaboration, networking, professional development and an agenda; these are tools the Southwest Iowa Empowerment Coordinators are using to move their empowerment areas to a higher level of quality. Membership and meetings: Empowerment Coordinators from Adair, Adams, Page/Freemont, Taylor, Clarke, Decatur, Wayne, Ringgold, Union and Dallas met on a quarterly basis with support from Southwestern Community College TriUMPH Early Childhood, Adult Continuing Education, Green Valley AEA and the State Empowerment Technical Assistance Team. Coordinators send agenda items and professional development topics to a designated person who organizes the agenda and the details for the day.  SWCC provides the space and the Adult and Continuing Education provides the expertise and training for the professional development.  Networking is done before and during lunch which is provided free of charge by TriUMPH.  A member from the Green Valley AEA attends the meetings to keep the group updated on happenings within their program especially those that might have an impact on Empowerment and offer valued thoughts as we go through the day.  Also on site is one of the state empowerment team members who provides technical assistance specific to the areas on the agenda as well as relaying any other important information from the state.  This assures two communications between the state and local empowerment.
