To The FACT Empowerment Board

Geographic Area Served
The FACT Empowerment Area is known as Families and Communities Together (FACT). The FACT Empowerment Area encompasses the geographic area and serves all Adair County children and families ages 0-5

FACT Empowerment Purpose
The purpose of the FACT Empowerment Area is to facilitate efforts to enhance the quality of life of young children and their families through collaboration.

Board Membership
The Board shall consist of eleven members. Membership shall include members with education, health, human services, business, faith, consumer, citizen, elected official and public interest throughout the FACT Empowerment Area. Each member will hold a three year term. The majority of the Board shall be elected officials and/or members from the public who are not employed by a provider of services to or for the community board. The FACT Empowerment Board shall appoint needed members in the above mentioned areas.

Responsibilities of a Board member

  • Identify needs of children age 0-5 years and their families;
  • Develop a comprehensive plan to meet the needs of these families and establish core indicators of performance;
  • Engage the community in collaborative efforts to secure resources;
  • Develop a comprehensive plan;
  • Select a fiscal agent;
  • Set policies and procedures;
  • Maintain records and submit state reports as required;
  • Follow State of Iowa code;
  • Seek advice from the State Empowerment Team/Office;
  • Establish a request for proposal process;
  • Issue provider contracts;
  • Develop yearly budget;
  • Provide liability insurance to all board members;
  • Provide orientation for new board members;
  • Attend area and state empowerment meetings;
  • Represent the interests/position of the group they are selected to represent rather than only their own point of view;
  • Responsible for reporting to the group/agency which they represent as well as soliciting input and responses from their group;
  • Ensure two-way communication occurs (i.e., Boards of Supervisors, Health, Education, Department of Human Services).
